Flag states will be required to redirect their vessels immediately to port for full inspection, at the cost of lost fishing time and at the expense of the bottom line of vessel owners ([47]) According to DFO officials, there were similar provisions in the past, but “it was often left to the discretion of the flag state or the contracting party, the European Union, as to whether the vessel would or would not be brought to port” ([48]) With the new measures in place, “ordering the vessel to port is mandatory”.
