2. In the event that a Contracting Party enacts provisions imposing currency controls and other measures that restrict payments, remittances or transfer of funds or financial instruments to persons who are outside its territory, that Contracting Party shall immediately take the measures necessary to guarantee the exercise of the rights stemming from this Agreement, including the payment of any amount that must be paid in accordance with this Agreement.
