Takes into account the clarifications received from the EEAS in the letter sent to the Committee on Budgets chair on 30 September 2011 concerning the share of EU officials in the establishment plan, in line with the commitment taken by HR/VP; therefore, decides to restore the EEAS establishment plan as proposed in the Commission Draft Budget, and believes that all reserves relating to recruitment and the setting up of an EU delegation in the United Arab Emirates should be lifted;
98. berücksichtigt die Klarstellungen, die vom EAD in dem Schreiben an den Vorsitz des Haushaltsausschusses vom 30. September 2011 zum Anteil von EU-Beamten am Stellenplan entsprechend der Zusage der Hohen Vertreterin/Vizepräsidentin eingegangen sind; beschließt deshalb, den Stellenplan des EAD entsprechend dem Vorschlag in dem von der Kommission vorgelegten Entwurf des Haushaltsplans wieder einzusetzen, und glaubt, dass alle Vorbehalte im Zusammenhang mit der Einstellung von Personal und der Einrichtung einer EU-Delegation in den Vereinigten Arabischen Emiraten aufgehoben werden sollten;
