Ich möchte bei dieser Gelegenheit unterstreichen, dass der institutionelle Aspekt des Reformvertrags kohärent sein muss und dass hinsichtlich der Frage der doppelten Mehrheit, die ja offensichtlich erst im Zeitraum 2014-2017 in Kraft treten wird, die Verträge keine „Gentlemen‘s Agreements“ wie der Kompromiss von Ioannina enthalten sollten, die weiter Gültigkeit haben werden, aber, obwohl sie im gegenwärtigen Rahmen rechtlich anerkannt sind, nur dazu dienen würden, die Entscheidungsfindung im Rat blockieren würden.
I would like to take the opportunity to stress that the institutional aspect of the Reform Treaty needs to be coherent and that, as regards the question of double majority, which will ostensibly enter into force only in 2014-2017, the Treaties should not contain any gentlemen’s agreements like the Ioannina compromise, which remain in force but, whilst they are legally recognised in the current framework, would merely serve to block the decision-making process in the Council.
