In that respect, the European Union considers that: * the holding of elections represents in itself a crucial element in meeting the request of the parties for the prolongation of the EUAM until the end
of the year; * the electoral process must be carried out with determination and according to the 31 May deadline set in the Dayton Agreement on Mostar of 10 November 1995; * any decision on possible prolongation will be taken on the basis of clear conditions and taki
ng into account the behaviour of the parties involved, including the
...[+++] emergence of a locally elected leadership ready to cooperate fully with the EU Administration in Mostar and the removal from office of those implicated in the attack on Hans Koschnick on 7 February; * should a prolongation be decided and without prejudging its modalities to be defined at a later stage, the following basic objectives will be pursued: - to consolidate freedom of movement and the unification of the police, as well as the outcome of the planned elections; - to finalize reconstruction projects under way and to pursue further specific projects aimed at the reconstruction and rehabilitation of the central zone as foreseen in the Rome Agreement of 18 February; - to hand over power and responsibility gradually from the EU Administration to the local authorities. It was agreed that the General Affairs Council will review the matter at its next meeting on 13 and 14 May. To that end, the EU Administrator, Ricardo Perez Casado, has been invited to present an assessment of the degree of compliance and cooperation of all parties in the implementation of the electoral process in Mostar. A final decision on the prolongation of the EU Administration mandate will be taken in June.In dieser Hinsicht vertritt die Europäische Union folgende Auffassung: * Die Abhaltung von Wahlen stellt als solche einen entscheidenden Faktor dafür da, ob dem Ersuchen der Parteien um Verlängerung der EUAM bis Ende des Jahres entsprochen wird. * Die Wahlen müssen mit Entschlossenheit und unter Einhaltung der im Vertrag von Dayton über Mostar vom 10. November 1995 gesetzten Frist,
d.h. spätestens bis zum 31. Mai, durchgeführt werden. * Beschlüsse über eine mögliche Verlängerung werden auf der Grundlage klarer Bedingungen und unter Berücksichtigung des Verhaltens der betei- ligten Parteien getroffen, wozu auch gehört, daß sich eine vor
...[+++]Ort gewählte Führung herausbildet, die zur uneingeschränkten Zusammenarbeit mit der EU in Mostar bereit ist und daß die an dem Angriff gegen Hans Koschnick am 7. Februar beteiligten Personen ihrer Ämter enthoben werden; * Sollte eine Verlängerung beschlossen werden, so werden unbeschadet der dafür später festzulegenden Modalitäten folgende grundlegende Ziele verfolgt: - Konsolidierung der Freizügigkeit und der Vereinigung der Polizeikräfte sowie der Ergebnisse der geplanten Wahlen; - Abschluß der derzeit laufenden Wiederaufbauprojekte und Fortführung weiterer spezifischer Projekte zum Wiederaufbau des Zentrums, wie in der Vereinbarung von Rom vom 18. Februar vorgesehen; - schrittweise Übergabe der Macht und der Verantwortung durch die EU- Verwaltung an die örtlichen Behörden.
