2. erkennt an, dass mit ERTMS die digitale Technik auch bei der Eisenbahninfrastruktur in Europa einheitlich eingeführt wird, wodurch Engpässe in den Knoten und Flaschenhälsen beseitigt werden können, ohne dass kostenaufwändige Neubauten erforderlich sind; weist jedoch darauf hin, dass während der Migrationsphase erhebliche Zusatzkosten entstehen, die wirtschaftlich von den Bahnunternehmen allein nicht zu tragen sind; geht davon aus, dass eine durchgehende Traktion ohne zeitaufwendigen Lok- und Lokführerwechsel an der Grenze die Kosten und die Transportdauer senkt und die Zuverlässigkeit der Verkehrsdienste erhöht;
