59. ist der Auffassung, dass die EU eine führende Rolle bei der Einführung und Stärkung der Rolle von IKT und offenen Standards für die Innovation übernehmen sollte; unterstreicht die Notwendigkeit, die freie Verbreitung von Inhalten und Wissen, die so genannte „fünfte Freiheit“, weiterzuentwickeln; unterstreicht die Bedeutung der Gewährleistung einer zügigen Umsetzung der digitalen Agenda der Union und einer Fortsetzung der Bemühungen um die Verwirklichung der Zielvorgaben, bis 2020 für alle EU-Bürger den Zugang zum Hochgeschwindigkeits-Internet, auch in den weniger entwickelten Regionen, verfügbar zu machen;
