The initiative builds on a political understanding reached in 2014 by the European Parliament, the Council and the Commission that "recognised the importance of continuously enhancing the effectiveness and coherence of the EU’s strategic export controls regime" and "considered that modernisation of the system is needed in order to keep up with new threats and rapid technological changes".
Die Initiative baut auf einer politischen Vereinbarung aus dem Jahr 2014 auf, in der das Europäische Parlament, der Rat und die Kommission anerkannten, „wie wichtig es ist, die Wirksamkeit und Kohärenz der strategischen Ausfuhrkontrolle der EU ständig zu verbessern“, und der Auffassung waren, dass „eine Modernisierung [...] des Systems erforderlich [ist], um mit den neuen Bedrohungen und raschen technologischen Veränderungen Schritt halten zu können“.
