Alle diese Maßnahmen umfassen vielfältige Pflanzenschutzmaßnahmen, u. a. die Zerstörung von befallenen Bäumen oder Kulturen, die Anwendung von Pflanzenschutzmitteln, Sanierungsverfahren, Untersuchungen und Überprüfungen, die amtlich oder auf amtliche Aufforderung durchgeführt worden sind, um das Auftreten oder das Ausmaß des Befalls durch den betreffenden Schadorganismus zu überwachen, sowie das Ersetzen vernichteter Bäume, im Sinne des Artikels 23 Absatz 2 Buchstaben a und b der Richtlinie 2000/29/EG.
