In the light of the Irish referendum on the ratification of the Lisbon Treaty, in which the ‘no’ vote came principally from workers, your rapporteur considers that there is a need to inform the European workforce, such as the crews of sea-going ships, of the existence of Community initiatives supporting their right to be informed and consulted on decisions which affect the future of their undertakings.

In response to Mrs McGuinness, as I have just said, the choice of the method of ratification of the new treaty is a sovereign right of each Member State, which should independently decide, in accordance with its legislation, whether it will have a referendum or ratify the new treaty in parliament.

2. This Treaty shall enter into force on 1 January 1993, provided that all the Instruments of ratification have been deposited, or, failing that, on the first day of the month following the deposit of the Instrument of ratification by the last signatory State to take this step.
