...[+++]grity, and with Article 29(1) of the Staff Regulations. It follows that, where it organises an internal competition, an institution is required to comply with both the first paragraph of Article 27 and with Article 29 of the Staff Regulations.
Die Ausübung des weiten Ermessens, das das Statut den Organen bei der Durchführung von Auswahlverfahren einräumt, muss mit den verbindlichen Bestimmungen von Art. 27 Abs. 1 des Statuts, wonach das Ziel jedes Einstellungsverfahrens darin besteht, dem Organ die Mitarbeit von Beamten zu sichern, die in Bezug auf Befähigung, Leistung und Integrität höchsten Ansprüchen genügen, sowie von Art. 29 Abs. 1 des Statuts vereinbar sein. Daraus folgt, dass das Organ, wenn es ein internes Auswahlverfahren durchführt, verpflichtet ist, sowohl Art. 27 Abs. 1 als auch Art. 29 des Statuts zu beachten.
