In 1982, in its draft Act adopting certain provisions relating to a uniform electoral procedure for the election of Members of the European Parliament(5), Parliament proposed that Member States grant their nationals the right to vote irrespective of their place of residence, provided that this is in a Member State, and take the necessary measures to enable nationals to exercise their right to vote, without difficulty, in the country whose nationality they hold.
Im Jahr 1982 hat das Europäische Parlament in seinem Entwurf eines Akts zum Erlaß bestimmter Vorschriften für ein einheitliches Verfahren zur Wahl seiner Mitglieder(5) vorgeschlagen, daß die Mitgliedstaaten ihren Staatsangehörigen das Wahlrecht unabhängig von ihrem Wohnort gewährleisten, falls sich dieser in einem anderen Mitgliedstaat befindet, und daß sie die erforderlichen Maßnahmen ergreifen, um die Ausübung des Wahlrechts im Land der Staatszugehörigkeit zu erleichtern.
