The effectiveness of customs controls on the export of cultural goods to a third country varies according to the Member State's attitude and behaviour as regards various aspects of culture and art. It is plain, therefore, that although the Regulation has successfully standardised the formalities and documentation needed at Community level for the export of cultural goods, this has not been matched by any real change in behaviour and attitudes on the question of genuine protection for cultural goods at Community level.
Die Wirksamkeit der Zollkontrollen bei der Ausfuhr von Kulturgütern in Drittländer hängt von der Einstellung und dem Verhalten der Mitgliedstaaten gegenüber verschiedenen Aspekten von Kultur und Kunst ab. Es liegt also auf der Hand, daß durch die Verordnung zwar eine Harmonisierung der Ausfuhrförmlichkeiten und -unterlagen für Kulturgüter auf Gemeinschaftsebene erreicht wurde, aber kein tatsächlicher Wandel des Verhaltens und der Einstellungen zugunsten eines wirklichen Schutzes von Kulturgütern auf Gemeinschaftsebene stattfand.
