Die Maßnahmen in diesem Vorschlag stützen sich auf die Verhaltensregeln des internationalen Rates für Meeresforschung (ICES) zur Einführung und zum Transfer mariner Organismen, die Verhaltensregeln und Verfahrensvorschriften der beratenden Kommission für europäische Binnenfischerei (EIFAC), auf den nationalen kanadischen Kodex für die Einführung und die Umsiedlung von Wasserorganismen sowie auf die in Kraft befindlichen Gemeinschaftsinstrumente zum Schutz der Artenvielfalt.
