seen in a positive light is that the programme is markedly better funded and equipped than its predecessors, ranging from PACT 1 to Marco Polo 1, but it has to be said that its funding and equipment are not going to be equal to the challenge of modal shift, and that is why we need, first of all, to be vigilant in ensuring that the projects are, firstly, genuinely cross-border in nature, so as to ensure an added value for Europe, and, secondly, in ensuring that the reduction by half of the minimum threshold values for grants really does put
SMEs in a stronger position ...[+++] and increase their share.
Positiv ist, dass die Finanzausstattung und das Instrumentarium von Marco Polo eindeutig besser sind als die der Vorgängerprogramme, von PACT 1 angefangen bis Marco Polo I. Dennoch sind sie, von der Herausforderung der Verkehrsverlagerung her betrachtet, eindeutig zu gering. Deshalb müssen wir erstens streng darauf achten, dass die Projekte erstens grundsätzlich grenzüberschreitend sind, um den europäischen Mehrwert sicherzustellen, und dass zweitens durch die halbierten Mindestförderschwellen die KMU auch wirklich gestärkt und stärker beteiligt werden müssen.
