At the very beginning in 1994, when the government suddenly arrived with the TAGS program, it established criteria whereby a person's fishing income between 1989 and 1992 had to amount to 50% of his income and that this was to be exclusively from the ground fish fishery in order to be eligible for TAGS.
Au tout début, en 1994, quand le gouvernement est arrivé brusquement avec le programme de la SPA, il a établi des critères selon lesquels il fallait que le revenu de pêche de quelqu'un soit, entre 1989 et 1992, dépendant à 50 p. 100 de ses revenus et qu'il s'agisse exclusivement de poisson de fond, pour qu'il soit admissible à la SPA.
