Mais ce qui est proprement effarant, c'est de conférer à l'administration portuaire le pouvoir d'emprunter, de lui donner ainsi accès aux crédits et aux capitaux qui, comme nous le savons tous, ont très sensiblement diminué ici à Ottawa, et donc d'effectuer des prélèvements sur les capitaux qui pourraient autrement aller à Montréal, qui s'attache actuellement à agrandir son port qui, lui, est un authentique port de transit des marchandises, ou à Prince Rupert et au port en eau profonde de la côte ouest qui joue un rôle essentiel au niveau des secteurs agricoles et des ressources naturelles des Prairies.
