For this to be practicable with regard to rail transport, the railways would have to be modernised and made more efficient, increasing transfrontier cooperation and ironing out problems of technical incompatibility, as the railways in several Member States were weighed down by major problems, viz: - financial management paralysed by enormous long-standing debt; - excessive bureaucracy resulting from the fact that both the infrastructure and the operation of services on it were managed by the same organisation; - an almost total lack of Community integration.
Pour réaliser un tel objectif dans le transport ferroviaire, il faut moderniser les chemins de fer, améliorer leur efficacité, accroître la coopération au-delà des frontières et supprimer les incompatibilités techniques, car les chemins de fer dans plusieurs Etats membres souffrent des maux suivants: - une gestion financière paralysée par une dette historique énorme, - une lourdeur administrative tenant à la confusion au sein de la même entité de la gestion des infrastructures et de leur exploitation, - et enfin une quasi-totale absence d'intégration communautaire.
