Externalisation should be used only after assessment of a number of factors (such as identification of the tasks in respect of which externalisation is justified, a cost-benefit analysis that includes the costs for coordination, controls and the impact on human resources, efficiency and flexibility in the implementation of externalised tasks, simplification of the procedures used, proximity of externalised activities to final beneficiaries, visibility of the Community as promoter of the programme concerned, the need to maintain an adequate level of know-how inside the Commission).
