c) si le ministre avise la province ou la municipalité qui a versé à l’allocataire une avance, une aide ou une prestation d’assistance sociale de la date à laquelle le paiement d’une allocation a été autorisé pour cet allocataire et que, dans les trente jours qui suivent la signification de cet avis, le ministre reçoit de cette province ou de cette municipalité une déclaration indiquant que l’allocataire a, avant de recevoir l’avance, l’aide ou la prestation d’assistance sociale, autorisé par écrit la retenue d’une somme sur l’allocation et le paiement de cette somme à la province ou à la municipalité;
(c) the Minister has notified the provincial or municipal authority that paid the recipient the advance, assistance or welfare payment of the date that an allowance was authorized to be paid to that recipient and within 30 days of such notification the Minister receives from that authority a declaration in which the recipient had, before receiving the advance, assistance or welfare payment, consented in writing to a deduction from the recipient’s allowance and to the payment to the government of the province or the municipal authority of the amount of the deduction;
