Requests a Commission report on the barriers at Member State level that hinder NGOs in accessing the Funds, such as the extent of form filling required, and in particular in relation to the ESF e.g. advance payments only being made to projects with bank guarantees, obstacles to joint work by voluntary and commercial bodies, limits on e.g. unpaid work counting as co-financing, timetables that exclude voluntary groups/partnerships (which may need more time to develop a bid);
demande à la Commission d'établir un rapport sur les obstacles au niveau des États membres qui empêchent les ONG d'accéder aux Fonds, notamment l'ampleur des formalités requises, et en particulier pour ce qui concerne le FSE, des acomptes n'étant par exemple versés que pour les projets bénéficiant de garanties bancaires, les obstacles aux actions communes de bénévoles et d'organes commerciaux, les limites imposées aux travaux non rémunérés, par exemple, qui sont calculés comme cofinancement, les calendriers qui excluent les groupes de bénévoles/partenariats (qui peuvent avoir besoin de davantage de temps pour répondre à une offre);
