What I'm saying is that if it becomes clear, after you go through all of these machinations and you look at a business plan and the community and you put it to tender at a public auction, that in the long term the port is really not sustainable without some federal government support through to eternity—and I think the wording of this says this is a transition to an economically and financially viable port system—in those rare circumstances where this just won't be there, then I think what you're telling me, if I understand it, is that that port would have to close and the traffic going through it would have to move through another port.
