Of course one of the most expensive parts of a wind turbine project is the synchronization with the grid. If you could use a wind turbine and simply wire the output terminals to an immersion heater and dump that in a nearby district heating pipe, the cost of that installation would be a lot less because of the lack of the synchronization with the grid.
