However, in line with the abovementioned rulings by the Court of Justice, the Commission must take account of the fact that the holding-company Teneo is not trying to make a profit on its capital in the short or medium term, but rather it is pursuing a strategy and objectives of long-term economic policy vis-à-vis a company whose strong points and potential it plans to maximize in a constantly expanding sector, in particular through an alliance with an outside partner.
Toutefois, conformément à la jurisprudence susmentionnée de la Cour de justice, la Commission doit tenir compte de ce que la société holding Teneo ne cherche pas à rentabiliser ses capitaux à court ou à moyen terme, mais poursuit en l'espèce une stratégie et des objectifs de politique économique à long terme à l'égard d'une entreprise dont elle entend valoriser les atouts et les potentialités dans un secteur en constante expansion, en particulier grâce à une alliance avec un partenaire extérieur.
