The ACP countries have traditionally enjoyed preferences amounting to almost total tariff-free access. More recently, a number of preferential agreements with other third countries have been signed - for instance, with the Central American Common Market (CACM) and the Andean Pact (as a support measure in relation to their anti-drugs struggle). In the latest development, the opening-up of customs quotas has led to an invasion of the market by south-east Asian countries, bringing about a major convulsion which calls for close attention and monitoring.
