When a small community in my riding like Apsley for years has had a person funded to work in their community library to help with the program for kids in the summer, and they have seen it as successful and they feel like they've had a working relationship, but all of a sudden they don't get funded, what they don't realize is that they don't get funded because this black box, as I call it, this budget allocation model, spits out a smaller number for my riding than previously.
Lorsqu'une petite collectivité de ma circonscription comme Apsley où, depuis des années, quelqu'un a été financé pour travailler à la bibliothèque, au programme destiné aux enfants pendant l'été, considère que c'est un succès et que tout va bien, mais se voit tout à coup privée du financement, elle ne se rend pas compte que si elle n'obtient pas cet argent c'est à cause de cette boîte noire, comme je l'appelle, de ce modèle d'affectation budgétaire qui crache un chiffre plus petit qu'avant pour ma circonscription.
