1. During the negotiations of the Economic Partnership Agreements, capacity building shall be provided in accordance with the provisions of Title I and Article 35 to the public and private sectors of ACP countries, including measures to enhance competitiveness, for strengthening of regional organisations and for support to regional trade integration initiatives, where appropriate with assistance to budgetary adjustment and fiscal reform, as well as for infrastructure upgrading and development, and for investment promotion.

Au cours des négociations des accords de partenariat économique, un développement des capacités est assuré, conformément aux dispositions du titre I et de l'article 35, dans les secteurs public et privé des pays ACP, notamment en prenant des mesures visant à améliorer la compétitivité, à renforcer les organisations régionales et à soutenir les initiatives d'intégration commerciale régionale avec, le cas échéant, une assistance à l'ajustement budgétaire et à la réforme fiscale, ainsi qu'à la modernisation et au développement des infrastructures et à la promotion des investissements.
