Senator Kenny: I draw to your attention the report tabled by Senator Corsairs, on behalf of the Legal and Constitutional Affairs committee last year, on Bill C-71, where the committee recommended that the government take further steps in precisely the areas that Senator Nolin has discussed, that the committee, at the time, recognized that the transition period for the groups that were dependent on tobacco funding was too short.
