Since its inception, the common agricultural policy has had to adapt a great deal in order to meet the challenges with which it has been faced over the years: in the early days it concentrated on attaining the goals set out in Article 39 of the Treaty, securing a fair standard of living for the agricultural community and ensuring security of supply at affordable prices, and then it had to control quantitative imbalances.
Tout au long de son histoire la PAC a dû beaucoup évoluer pour faire face aux nouveaux défis auxquels elle était confrontée: d'abord atteindre les objectifs de l'article 33 (ex - article 39) du Traité, améliorer la productivité, assurer un niveau de vie équitable à la population agricole, garantir la sécurité des approvisionnements à des prix raisonnables, ensuite maîtriser les déséquilibres quantitatifs.
