The issue of the geographic scope of competition, though, is partly determined by the nature of the law and the jurisprudence around the law, that if you have the ability to look for a capable person, if you have to look for the best qualified person and the only constraint you have is the geographic determination, then you tend to define it very narrowly; otherwise you'd be inundated with applications and would have to interview all these people.
