The study found that cooperation among federal departments was poor, and as a remedy, recommended the establishment of a strategic-level committee to determine if the three departments with maritime fleets could operate and interact more effectively. Accordingly, the Interdepartmental Program Coordination and Review Committee, or IPCRC, was convened in 1991.
