Voices concern at the fact that the Court of Auditors again noted shortcomings in the planning and implementation of staff recruitment procedures in some agencies; stresses, in particular, the need to narrow the gap between posts filled and posts on the establishment plan in the agencies; acknowledges the difficulties arising from the implementation of the EU Staff Regulations, especially for decentralised agencies; calls on the agencies also provide better guarantees of transparent, non-discriminatory treatment of external and internal applicants;
5. se déclare préoccupé par le fait que la Cour a de nouveau constaté, dans certaines agences, des insuffisances affectant la planification et la mise en œuvre des procédures de recrutement du personnel; souligne en particulier la nécessité de réduire l'écart entre les emplois pourvus et les emplois effectifs des agences; reconnaît les difficultés découlant de l'application du statut des fonctionnaires des Communautés européennes, notamment pour les agences décentralisées; demande, entre autre, aux agences de mieux garantir la transparence et le caractère non discriminatoire du traitement des candidats externes et internes;
