The Senate Speaker is given no power by the Senate's rules or by the Senate's constitution to do such things, particularly the compulsion of the Senate to accept a guillotine motion from a private member, a motion that can only be properly moved by a minister of the Crown, and, further, to accept this guillotine motion in combination with a closure motion, being the previous question.
