The in-depth investigation of the Commission had concluded that the merger as initially notified, would create dominant positions in a number of markets, in particular alumina tri-hydrate (ATH), lithographic sheet where a duopolistic dominant position would have emerged - and semi-rigid aluminium containers (a packaging material).
