New EU rules for a new scheme of authorisations for vine plantings, allowing for a yearly limited expansion in the EU's wine area, have been published by the European Commission today.

Chapter III of Title I of Part II of Regulation (EU) No 1308/2013 lays down rules concerning duration, management and control of the scheme of authorisations for vine plantings which replaces the transitional planting right regime set out in Council Regulation (EC) No 1234/2007 (2).

(2) Member States are permitted, pursuant to Article 22 of Regulation (EC) No 1493/1999, to impose more restrictive national rules in respect of the new planting or replanting of vines or grafting-on, than those set out in Title II of that Regulation, which includes the imposition of such rules in respect of the grant, transfer and use of planting rights.
