Im Fall der in den Genuss des APS kommenden Länder, der Länder des Andenpakts und des MGM, schreiben die Verordnungen 3751/83 und 3352/83 vor, dass Erzeugnisse als aus dem Land stammend angesehen werden, wenn sie nach Ausfuhr aus diesen Ländern keine weitere Verarbeitung durchlaufen, oder wenn im Falle einer Weiterverarbeitung diese entweder unvollständig ist oder nur Erzeugnisse mit Ursprung in diesen Ländern dabei verwendet werden.
