CTa. in der Erwägung, dass die Zusammenarbeit zwischen dem Europäischen Parlament und den nationalen Parlamenten auf der Grundlage des Protokolls Nr. 1 verstärkt werden sollte, um den Austausch von Ansichten und die Qualität der parlamentarischen Aktivität auf dem Gebiet der Lenkung der WWU auf der europäischen als auch auf der nationalen Ebene zu verbessern; in der Erwägung, dass eine solche Zusammenarbeit nicht als die Schaffung eines neuen gemischten parlamentarischen Organs gesehen würde, das ineffektiv und aus demokratischer sowie verfassungsrechtlicher Sicht illegitim wäre;
CTa. whereas cooperation between the European Parliament and national parliaments on the basis of Protocol No 1 should be reinforced in order to improve exchange of views and the quality of the parliamentary activity in the field of the EMU governance both at European and at national level; whereas such a cooperation should not be seen as the creation of a new mixed parliamentary body which would be both ineffective and illegitimate on a democratic and constitutional point of view;
