Im Lauf der letzten Jahrzehnte sind neben und teilweise sogar noch vor den europäischen Forschungsprogrammen im Bereich der wissenschaftlichen und technologischen Zusammenarbeit in Europa eine ganze Reihe von Organisationen mit transnationalem Charakter entstanden (EWS, ESA, EMBO, EMBL, CERN, ESO, ESRF, ILL, EUREKA, COST) [7].
