Furthermore, as foreseen by the Regulation and the Directive in such cases, the Commission used the so-called 'conformity checking procedure' (safeguard mechanism) to prevent the automatic incorporation into Union law of certain provisions of the RO code which were either incompatible with the EU legislation in force or which could negatively impact on the EU safety standards.
