Ein von allen getragener Aktionsplan zur Umsiedlung von Flüchtlingen, ein gemeinsames Asylsystem, vorrübergehende Schutzmaßnahmen – all dies sollte von der Europäischen Union umgehend unter Einhaltung der Solidaritätsklausel und des Non-Refoulement-Prinzips sowie als Teil einer kohärenten und langfristigen Strategie im Umgang mit den Auswirkungen der politischen Veränderungen in Nordafrika umgesetzt werden, um den Ursachen der Migration zu begegnen.

Meiner Ansicht nach ist die Richtlinie daher das sinnvollste Instrument zur Durchsetzung derartiger Mindestnormen für Asylverfahren. Sie muß die vom Europäischen Rat in Tampere herausgestellten Kernpunkte der Asylpolitik der Europäischen Union in sich vereinen, wie die unbedingte Achtung des Rechts auf Asyl, die uneingeschränkte und allumfassende Anwendung der Genfer Flüchtlingskonvention in bezug auf den Flüchtlingsstatus sowie die Aufrechterhaltung des Non-Refoulement-Prinzips.
