"1. Wenn nach Auffassung der Kommission ausreichende Beweise für Betrug oder mangelnde administrative Zusammenarbeit bei der Überprüfung der Ursprungsnachweise, für einen massiven Anstieg der Ausfuhren in die Union über das normale Produktionsniveau und die übliche Ausfuhrkapazität hinaus oder für die Nichteinhaltung von Artikel 2 Absatz 1 Buchstabe a, b oder c seitens der in Artikel 1 genannten Länder und Gebiete vorliegen, so kann sie die in dieser Verordnung vorgesehene Regelung ganz oder teilweise für einen Zeitraum von drei Monaten aussetzen, sofern sie zuvor".
