8. teilt die Auffassung der Kommission, wonach der ESF und in geringerem Maße der EFRE für die allzu häufig vernachlässigten Fälle von KMU, die sich in einer Umstrukturierung befinden, eine vorrangige Rolle bei der Antizipation und beim Management der Umstrukturierung zu spielen haben, und schlägt vor, dass die Finanzielle Vorausschau, die für die Jahre 2007-2013 in der Diskussion ist, mehr auf die Antizipation und das Management der Umstrukturierung ausgerichtet werden, insbesondere in Gebieten mit hoher sektorieller Konzentration, und dass die Fonds eine finanzielle Zuweisung erhalten, die für diese Aufgabe geeignet ist;
8. Agrees with the Commission that the ESF and, to a lesser extent, the ERDF in respect of SMEs undergoing restructuring, which are too often overlooked, have a crucial role to play in anticipating and managing restructuring; proposes that the financial programmes under discussion for 2007-2013 should be geared more closely to anticipating and managing restructuring, especially in areas where a high proportion of industry is accounted for by a limited number of sectors, and that the Funds will be allocated a budget adequate to this task;
