Auf jeden Fall erfordert die Durchführung der vorgeschlagenen Maßnahme die Zustimmung der AKP-Seite, zumal es auch um EEF-Mittel geht (60 Millionen). Aus den Diskussionen im AKP-Ministerrat vom 6. Dezember lässt sich erahnen, dass die Kommission bereits damit begonnen hat, den Beschluss durchzuführen, ohne den gemeinsamen Beschluss abzuwarten.
