Im Verhandlungsmandat wird auch ausdrücklich anerkannt, dass den Interessen der Entwicklungsländer auf vielerlei Weise Rechnung zu tragen ist. Dazu wird u. a. das Schwergewicht auf die Senkung der Zölle für diejenigen Waren gelegt, die für die Exportwirtschaft der Entwicklungsländer von Bedeutung sind. Ferner wird von einer gemeinsamen, aber differenzierten Verantwortung gesprochen, womit gemeint ist, dass der Beitrag, den die Entwicklungsländer zur allgemeinen Zollsenkung leisten, ihren Fähigkeiten und ihrem Bedarf entsprechen soll.
The mandate also specifically recognises the need to take in account the interests of developing countries, in a number of ways, notably through targeting for reduction those products of export interest to developing countries, and the notion of « common but differentiated responsibility » - the concept that the contribution of developing countries to the reduction exercise should be commensurate with their abilities and needs.
