16. fordert die Kommission auf, die Einfügung einer Charta der Leistungen der Daseinsvorsorge, wie etwa die Charta des Europäischen Zentralverbandes der öffentlichen Wirtschaft und des Europäischen Gewerkschaftsbundes als Protokoll zum Vertrag zu unterstützen, da über diese Leistungen eine beachtliche Zahl von Grundrechten, die nachhaltige Entwicklung, die Bekämpfung der Ausgrenzung und die Schaffung neuer Arbeitsplätze gesichert werden;
16. Calls on the Commission to support the incorporation of a Charter of services of general interest, such as the CEEP/ESC Charter, as a protocol to the Treaty, taking account of the fact that these services are a means of realising a large number of fundamental rights, ensuring sustainable development, combating exclusion and creating new jobs;
