9. ist der Auffassung, dass die Anwendung des Verfahrens des Gesetzesentwurfs einzelner Parlamentsabgeordneter zur Umsetzung der Verfassung (durch Kardinalgesetze) keinen transparenten, rechenschaftspflichtigen und demokratischen Gesetzgebungsprozess darstellt, da es an Garantien zur Sicherstellung einer sinnvollen gesellschaftlichen Debatte und Anhörung mangelt, und dass diese Praxis dem Grundgesetz selbst zuwiderlaufen könnte, da dieses vorsieht, dass die Regierung (und nicht einzelne Parlamentsabgeordnete) dem Parlament die zur Umsetzung des Grundgesetzes erforderlichen Gesetzesentwürfe vorlegen muss;
9. Considers that use of the individual members' bills procedure to implement the constitution (through cardinal laws) does not constitute a transparent, accountable and democratic legislative process, as it lacks the guarantees of ensuring meaningful social debate and consultation, and that it could run counter to Fundamental Law itself, which makes it an obligation for the government (and not individual members) to submit to the parliament the bills necessary for the implementation of the Fundamental Law;
