ngen der T ...[+++]agung des Europäischen Rates vom Dezember 2012, in deren Rahmen betont wird, dass „die Möglichkeiten, die der bestehende haushaltspolitische Rahmen der Union bietet, um den Bedarf an produktiven öffentlichen Investitionen mit den Zielen der Haushaltsdisziplin in Einklang zu bringen, (...) im Rahmen der präventiven Komponente des Stabilitäts- und Wachstumspakts in vollem Umfang genutzt werden“ können; fordert die Kommission auf, Sozialinvestitionen mit Hilfe eines Fortschrittsanzeigers für die von den Mitgliedstaaten und auf Ebene der Union getätigten Investitionen besser zu überwachen, bei dem für die Investitionen in den Bau von Sozialwohnungen die Entwicklung der Kosten für Wohnraum und die Anzahl der Antragsteller, die in den Mitgliedstaaten auf eine Zuweisung warten, berücksichtigt werden; fordert ferner alle Mitgliedstaaten auf, die revidierte Europäische Sozialcharta, insbesondere im Hinblick auf Artikel 31, zu ratifizieren; 8.
