24. fordert dazu auf, die Vielfalt der Akteure bei der Finanzierung und der Durchführung internationaler humanitärer Programme – Vereinte Nationen, Internationales Rotes Kreuz und Roter Halbmond sowie nichtstaatliche Organisationen – zu achten, und spricht sich für die Stärkung der Kapazitäten der lokalen Akteure aus; fordert eine ordnungsgemäße Abstimmung und entsprechenden Informationsaustausch zwischen den verschiedenen Akteuren;

Calls for respect for the diversity of bodies actively involved in financing and implementing international humanitarian programmes – the UN, the International Red Cross and Red Crescent Movement and NGOs – and encourages efforts to reinforce the capacity of local players; calls for proper coordination and exchange of information between all actors involved;
