Whilst there are many instruments (the GPP Toolkit, the ‘Procura+Campaign’ or ‘TopTen Pro’) available to help public authorities and other public bodies in the area of ecologically sustainable procurement, and whilst, in the area of innovative procurement, the Commission has issued communications on pre-commercial public procurement and on a lead market initiative for Europe, no such steps have been taken in the area of socially responsible procurement, even though the Lisbon Reform Treaty has confirmed the importance of a social Europe.
