Is of the opinion that, in order to prevent the applicant from abusing the attachment process by unreasonably protracting the main proceedings, the respondent should be given the right to apply for the order to be set aside on that ground, and that the issuing court should also be empowered, in its discretion, to annul the attachment order upon proof of mala fides or gross negligence on the part of the applicant with regard to the progress of the proceedings.
